Energy Efficiency and Conservation Policy

The Government strives to achieve carbon neutrality before 2050 and reduce the electricity consumption of commercial buildings by 30 per cent to 40 per cent and that of residential buildings by 20 per cent to 30 per cent from the 2015 level by 2050, and to achieve half of the above targets by 2035.

To this end, the Government develops relevant standards and guidelines and adopts a multi-pronged approach for energy saving strategies and projects, such as expanding the scope of the Mandatory Energy Efficiency Labelling Scheme to include more types of products; proposing amendments to the Buildings Energy Efficiency Ordinance to extend the scope of regulation to more types of buildings; constructing district cooling systems in Kai Tak and other new development areas, to further enhance energy efficiency and encouraging the community to take appropriate action in achieving energy saving. Moreover, government bureaux and departments have been taking the lead in energy conservation and conducting energy audits in government buildings to review and identify energy management opportunities so as to improve energy performance.
