ENVIRONMENT AND ECOLOGY BUREAU (ENVIRONMENT BRANCH)
Head, Countryside Conservation Office [Salary: HK$137,085 per month]
Entry Requirements: Applicants should: –
(a) be a member/fellow of Hong Kong Institute of Architects/Hong Kong Institute of Planners/Hong Kong Institute of Urban Design, or equivalent;
(b) have at least 20 years of post-professional working experience in public bodies or large scale corporations, of which at least 10 years of working experience at senior leadership level with proven achievements;
(c) have at least 10 years of leadership experience in planning and management of village-based minor works covering multiple aspects in conservation/heritage/environmental/building/ infrastructure development and resolving interfacing issues among internal and external stakeholders; and;
(d) have at least 5 years’ working experience at a leading role/capacity in planning and management of heritage conservation/village revitalization/environmental improvement projects in countryside areas; and large scale promotion and publicity projects related to heritage conservation and environmental improvement in remote countryside setting.
Duties:
(a) To review and advise on priorities and overall strategies of conducting remote countryside conservation/revitalization, with Lai Chi Wo and Sha Lo Tung as the priority area, and gradually expanding the conservation efforts to nearby area;
(b) To plan, implement and supervise conduct of the Countryside Conservation Funding Scheme, minor improvement works projects, and other conservation/revitalisation initiatives in remote countryside;
(c) To liaise and coordinate efforts with Government bureaux and departments, non-profit making organisations, villagers and other stakeholders to implement conservation/revitalisation initiatives/projects in remote countryside;
(d) To housekeep the Advisory Committee on Countryside Conservation;
(e) To devise streamlined measures to facilitate adaptive reuse of old village houses as licensed guesthouse and food business premises;
(f) To plan major events including but not limited to the National Ecology Day Launching Ceremony and Symposiums, Roving Exhibitions of conservation/revitalization initiatives in remote countryside, etc;
(g) To assist the Expert Group on Conservation for Sha Lo Tung in mapping out the long-term strategies for conservation of ecology and biodiversity in Sha Lo Tung; and
(h) To supervise staff in the Countryside Conservation Office to carry out the work to support (a) to (g) above.
Other Job-related Requirements: The successful candidate will normally be required to work for five days per week. He/she will frequently be required to (a) perform outdoor work in remote countryside locations; and (b) work outside normal office hours due to operational needs.
Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for a period of 12 months. Renewal of contract will be subject to the service need and the performance of the candidate.
Fringe Benefits: 14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity/paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.

If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
