First Proactive Conservation Project under CCFS "Provision of Proactive Habitat Management and Related Services at Sha Lo Tung" Invites Tenders
The CCFS invites tenders for the first Proactive Conservation Project entitled "Provision of Proactive Habitat Management and Related Services at Sha Lo Tung". Through the established procurement and tendering procedures of the Government, local non-profit-making organisation(s) will be engaged to carry out the project with a view to conserving the biodiversity of Sha Lo Tung (SLT), and implementing the long-term conservation strategy of SLT. The tender will close at noon, 11 January 2024 (Thursday).

As at 24 November 2023 (4:00pm), the Countryside Conservation Funding Scheme has received 13 applications. The Countryside Conservation Office will assess applications in the order of their submission date and time, and aim to put forth a maximum of 15 competent proposals to the relevant vetting committees for further scrutiny as per the established mechanism. The remaining applications received (if any) will not be processed under this round of assessment, unless in view of initial screening result that no sufficient meritorious applications could be identified among the first 15 applications received. The cut-off date of application for the coming round of application assessment is 5 p.m. on 24 November 2023 (Friday).
The Secretariat reserves the right in handling process of applications received at any time in its absolute discretion without giving any reason or prior notice.

Invitation of Applications under the Countryside Conservation Funding Scheme
The Countryside Conservation Funding Scheme (CCFS) has funded 45 approved projects with diverse and broad themes on nature conservation over the past 4 years since its launch. To incentivize conservation projects covering innovative and new aspects, for the coming round of applications, the CCFS is inviting applications covering specifically the following types of projects:
- Nature Conservation Management Agreement (MA) Projects;
- Research Activities (RA) on Application of Smart Technology in Nature Conservation; and
- RA for conservation of Sha Lo Tung.
The Countryside Conservation Office will assess applications in the order of their submission date and time, and aim to put forth a maximum of 15 competent proposals to the relevant vetting committees for further scrutiny as per the established mechanism. The remaining applications received (if any) will not be processed under this round of assessment, unless in view of initial screening result that no sufficient meritorious applications could be identified among the first 15 applications received.
The cut-off date of application for the coming round of application assessment is 5 p.m. on 24 November 2023 (Friday). It is expected that the earliest time for announcement of the application results would be in April 2024.
In the event that applicants intend to submit supplementary information or provide clarifications to his/her application before the cut-off date, it will be considered as application revision. The revision date of the application will supersede the original submission date of application.

Briefing on CCFS Application
(Briefing Session already held on 27 October 2023)
The Countryside Conservation Office (CCO) has conducted a thorough review of the application process and monitoring framework of the Countryside Conservation Funding Scheme (CCFS), with a view to improving clarity of the application requirements and applicants’ accountability as well as to facilitating more effective project monitoring. Upon consultation with the Advisory Committee of Countryside Conservation (ACCC), the Guide to Application (Version 1.7, Sep 2023) has been amended and taken effective.
The CCO will organise a briefing session on 27 October 2023 (Friday) to assist interested local non-profit making organisations (NPOs) / bodies / persons to have better understanding of the CCFS including the objectives, application procedures, vetting mechanism, performance monitoring and disbursement arrangement. There will be a Q&A session and the CCO would respond to questions if any. Details of the briefing are as follows:

CCFS Approved Ten Projects and Introduced a New Project Type
The Countryside Conservation Funding Scheme (CCFS) has approved a total of ten projects involving a total grant of around $44 million in the latest round of application. Details of the ten approved projects are available here.
To encourage more conservation and revitalisation projects of various types to be carried out in the remote countryside, in addition to the existing four categories of subsidies, the CCFS will introduce a new project type entitled "Proactive Conservation" upon consultation with the Advisory Committee on Countryside Conservation (ACCC). The new project type will enable the Countryside Conservation Office (CCO) under the Environment and Ecology Bureau to carry out suitable conservation work proactively. Following the established procurement and tender procedures of the Government, the CCO will commission and subsidise local non-profit-making organisations (NPOs) to conduct relevant projects so as to extend the outcome and experience of completed CCFS projects to the wider remote countryside areas, and attract more NPOs interested in undertaking management projects to participate in the CCFS, thereby deepening the sustainable conservation and revitalisation efforts for the remote countryside.

The cut-off time of Nature Conservation Management Agreement Projects (MA) application for the coming round of application assessment is 5 p.m. on 12 May 2023 (Friday) and the Application Form for MA Projects and the Guide to Application can be downloaded from here. New Projects Approved and an Updated Guide to Application Issued
The Countryside Conservation Funding Scheme (CCFS) has approved a total of three projects involving a total grant of around $9 million in the latest round of application. Details of the three approved projects are available here.
The Guide to Application (Version 1.6.2, Jan 2023 [updated in Jan 2023]) has been updated regarding the procurement of goods and services, publicity of project activities, statutory requirements in respect of project implementation, provision of projected expenditure to facilitate the disbursement of funds. Besides, 92 remote villages are listed out in Appendix 1b of the Guide for implementation of Cultural Rehabilitation / Revitalisation Projects, and Research Activities on Countryside Conservation and Revitalisation.

In order to achieve sustainable conservation and revitalisation in the remote countryside, the CCFS will introduce enhancement measures to facilitate the smooth implementation of the project and increase the flexibility of the funding scheme. These measures include the assignment of a subject officer to strengthen communication with the project organisations, extension of the public access periods of the restored built heritage, streamlining procurement procedures, and encouraging project organisations to conduct more conservation activities.

CCFS Approved Seven Projects and Introduced Enhancement Measures
The Countryside Conservation Funding Scheme (CCFS) has approved a total of seven projects involving a total grant of around $40 million in the latest round of application. Details of the seven approved projects are available here.
To encourage more promising CCFS projects to be carried out in the countryside, the Environmental Protection Department will introduce enhancement measures, include increasing the number of application assessment to three rounds every year on need basis, increasing the funding cap for three specific types of projects (Formulation of Proposals on Restoration of Built Heritage (BH), Cultural Rehabilitation/Revitalisation (CR) Projects and Research Activities (RA) on Countryside Conservation and Revitalisation) from $2 million to $3 million, and considering the staff cost ratio in the budget for BH, CR and RA based on the merits of individual application. Details of the enhancement measures are available in the Guide to Application (Version 1.3, Feb 2021).

Starting from May 2020, the Countryside Conservation Funding Scheme (CCFS) is accepting applications for Nature Conservation Management Agreement (MA) Projects, Formulation of Proposals on Restoration of Built Heritage (BH), Cultural Rehabilitation / Revitalisation (CR) Projects; and Research Activities (RA) on Countryside Conservation and Revitalisation all-year-round which will be assessed in two batches every year with two cut-off dates of submission for the two rounds of application assessment. The cut-off date of submission of applications for the coming round of application assessment is 15 October 2020 (Thursday) and it is expected that the earliest time for announcement of the results would be around January 2021. The cut-off date of submission for the next round of application assessment will be around April 2021 (the exact date will be announced in the CCFS webpage).
Applicant organisations should read the Guide to Application (Version 1.2, Sep 2020) carefully and fill in the relevant Application Form (MA projects / BH, CR and RA projects) (Version 1.2, Sep 2020). The Countryside Conservation Funding Scheme (CCFS) started the first stage of invitation for applications in October 2019. At the first stage, applications for Nature Conservation Management Agreement (MA) projects on ecological or nature conservation were invited, where additional funding support could also be applied for proposals which would enhance revitalisation of architectural heritage and/or cultural assets and supplement the execution of the MA projects. To further encourage proposals for enhancing countryside conservation, the scope of the first stage of the CCFS is expanded in May 2020 to also accept applications for Formulation of Proposals on Restoration of Built Heritage (BH), Cultural Rehabilitation / Revitalisation (CR) Projects; and Research Activities (RA) on Countryside Conservation and Revitalisation. These three types of applications can be submitted on a stand-alone basis without the need of linkage to any MA projects. The second stage of the CCFS will expand further the funding scope to cover more countryside conservation projects, details to be confirmed.
The CCFS is from now on accepting applications all-year-round which will be assessed in two batches every year with two cut-off dates of submission for the two rounds of application assessment. The cut-off date of submission of MA, BH, CR and RA applications for the coming round of application assessment is 5 June 2020 (Friday) and it is expected that the earliest time for announcement of the results would be around August 2020. The cut-off date of submission under the CCFS for the next round of application assessment will be around October 2020 (the exact date will be announced in the CCFS webpage).
Further to our announcement on 3 April 2020, the Online Briefing Session on CCFS is confirmed to be held on 8 May 2020 (Friday) (10:30 – 11:45 am). The Secretariat will soon send the confirmation email and the details for joining the online briefing session to the email addresses provided in the reply slips received earlier. For those interested organisations/ bodies/ persons that have not yet enrolled, please complete the reply slip and email it to ccfs@eeb.gov.hk before 7 May 2020 (Thursday).
Applicant organisations should read the Guide to Application (Version 1.1, May 2020) carefully and fill in the relevant Application Form (MA projects / BH, CR and RA projects) (Version 1.1, May 2020). In light of the possible change in service hours of Government offices arisen from the Covid-19 pandemic, applicant organisations can first email the softcopy of the completed Application Form to ccfs@eeb.gov.hk before 5:00 p.m. of the cut-off date on 5 June 2020 (Friday) (Please state “Countryside Conservation Funding Scheme Application” as the title of the email.), and the original copy of the completed Application Form must then reach the Secretariat of the Countryside Conservation Funding Scheme (Address: 22/F, Chinachem Exchange Square, 1 Hoi Wan Street, Quarry Bay, Hong Kong) before 5:00 p.m. on 12 June 2020 (Friday) (Please state “Countryside Conservation Funding Scheme Application” on the envelope.). Please ensure payment of sufficient postage, the Secretariat will not accept underpaid mails nor bear the surcharge so arisen. In case the Black Rainstorm Warning Signal or Tropical Cyclone Warning Signal No. 8 or above is in force, or suspension of major public transport for any duration between 12:00 noon and 5:00 p.m. on 5 June 2020, the cut-off time will be extended to 5:00 p.m. on the next working day. Special announcement about the details will be made on the webpage of the CCFS. Applications submitted after the above cut-off date will be considered in the next round of application assessment.
Incomplete applications or applications not submitted in accordance with the instructions and requirements as stated in the Guide to Application (Version 1.1, May 2020) and relevant Application Form (Version 1.1, May 2020) will not be processed.

Online Briefing Session on CCFS

Following the first stage of invitation for applications under the Countryside Conservation Funding Scheme (CCFS) in October 2019, the CCFS will soon invite applications and will add new elements to further encourage proposals for enhancing conservation in remote countryside. The Countryside Conservation Office will organise an online briefing session in mid-April 2020 (exact date will be announced in due course) to assist interested local non-profit making organisations (NPOs) / bodies / persons to understand the key points of the CCFS, the content of new elements and answer related questions, details are as follows:

Invitation of Application for Nature Conservation Management Agreement Projects

As the first stage, the Countryside Conservation Funding Scheme (CCFS) is calling for applications for Nature Conservation Management Agreement (MA) projects until 18 November 2019. The second stage of the CCFS will expand the funding scope to cover more remote countryside area, details to be confirmed.
Applicant organisations should read the Guide to Application for MA projects carefully and fill in the relevant Application Form. Completed Application Form should reach the Secretariat of the Countryside Conservation Funding Scheme (Address: 22/F, Chinachem Exchange Square, 1 Hoi Wan Street, Quarry Bay, Hong Kong) before 5:00 p.m. on 18 November 2019 (Monday). (Please state “Countryside Conservation Funding Scheme Application” on the envelope.) For applications submitted by mail, the postmark should be dated on or before 18 November 2019. Briefing on CCFS
(Already held on 30 October 2019)
EPD will organise a briefing session on CCFS to elaborate on the application requirements and the points to note in applying for funding support for the MA projects. Incumbent recipients of the Environment and Conservation Fund will also be there to exchange views and share experience in running MA projects with the audience.
Interested local non-profit making organisations (NPOs)/ bodies are welcome to join the briefing session to know more about the project scope, funding arrangements and application procedures. Details of the briefing are as follows:
