Fast Charger Incentive Scheme

Background
"The Chief Executive's 2024 Policy Address" announced that the Government would earmark $300 million for the Fast Charger Incentive Scheme, with the target of providing 3 000 fast chargers to support 160 000 more electric vehicles. It is expected that all fast chargers will be put into service gradually from 2026 to the end of 2028.
The two power companies have published Power Availability Maps for all districts in Hong Kong, initially covering potential locations for installing over 12 000 of FCs. Charging service operators can refer to the Power Availability Maps
to identify suitable locations for installing FCs.
A trade briefing was conducted on 25 July 2025 to introduce the Scheme's details and requirements.

Approval Status
As at 3 October 2025, Acknowledgement Notices have been issued to 22 applications after vetting, concerning 246 FCs.
Summary of the Scheme

Application Period
Applications will be accepted on a first-come-first-served basis. The application period of the Scheme is 2 years. The Scheme will open for applications from 3:00 p.m. on 25 July 2025 until 5:00 p.m. on 24 July 2027, or until the exhaustion of the $300 million subsidy, whichever is earlier.
Subsidy Level and Ceiling
Each eligible FC is entitled to a subsidy of $100,000. Applicants are required to make arrangements on their own for land, power supply and installation, and bear the relevant costs.
The cumulative subsidy ceiling for each eligible applicant is $20 million (i.e. an applicant may apply for subsidy for a maximum of 200 eligible FCs).

Must have experience in operating charging services from 21 January 2023 to 20 January 2025:
at least five FCs Note 1 and/or quick chargers (QCs) Note 1; or
at least 20 FCs Note 1. |

Note1: If the experience in operating charging services involves split-type chargers, and each charging gun can simultaneously provide rated output power of 100 kW or above (or above 20 kW), the operation of each charging gun will be regarded as the operation of one FC (or QC). |

Note2: Government-designated mobile applications refer to “EV-Charging Easy” of the Environmental Protection Department (EPD) and “HKeMobility” of the Transport Department. The real-time availability data of each FC shall be simultaneously transmitted to the "EV-Charging Easy" platform under the EPD. Application Submission
Applicants who are interested in applying for subsidy must submit to the Environment and Ecology Bureau (Environment Branch) (EEB(EB)) a duly completed Application Form together with related documents (if any), by email to: fastcharger@eeb.gov.hk. Applications submitted by any other means, including but not limited to post, fax, or in person, will not be processed.
If the applicant, after submitting the application, wishes to change the proposed installation locations and/or number of eligible FCs listed in Part D of the Application Form, the whole application will be considered as withdrawn. The applicant must submit a new application, which will be queued and assessed by the EEB(EB) according to the date and time of receipt of the new and valid submission.
