Fast Charger Incentive Scheme (FCIS)

Eligible Applicants

(a)

• a business entity (include sole proprietorships) registered under the Business Registration Ordinance (Cap. 310); or
• a statutory body/ organisation established by legislation enacted by the Hong Kong legislature; or
• an organisation registered under the Societies Ordinance (Cap. 151); or
• an organisation incorporated under the Companies Ordinance (Cap. 622) in Hong Kong (except power companies).

(b)

Must have experience in operating charging services from 21 January 2023 to 20 January 2025:

• in Hong Kong

at least five FCs ^{Note 1} and/or quick chargers (QCs) ^{Note 1}; or

• in places outside Hong Kong

at least 20 FCs ^{Note 1}.

Note1: If the experience in operating charging services involves split-type chargers, and each charging gun can simultaneously provide rated output power of 100 kW or above (or above 20 kW), the operation of each charging gun will be regarded as the operation of one FC (or QC).

Eligible Parking Spaces

• must have never been installed with any chargers.
• the installation and operation of fast charging services are in compliance with relevant regulations and land lease conditions.

Before operation period

• install (include completed the interfacing testing for online data communication with “EV-Charging Easy”) and operate the FCs within 12 months from the issuance date of the Acknowledgement Notice;
• ensure the FCs comply with the technical and safety standards and regulations under the prevailing legislation and guidelines in Hong Kong;
• procure public liability insurance and full coverage insurance for FCs; and
• submit a Compliance Report (Template)  to the Government before operation of the FCs.

During operation period

• provide charging services to the public uninterruptedly for at least 14 hours daily for a period of 30 months;
• provide uninterruptedly information related to the relevant fees of charging services as well as real-time charger availability of the FCs through the government-designated mobile applications^{Note 2}, and other online platforms or mobile applications;
• provide at least one electronic payment option;
• collect charging fees based on actual electricity usage, and display clear pricing information at prominent location on or near the FCs;
• ensure charging services and fees do not vary by vehicle make, model or charging standard (such as European standard or Chinese standard), and no priority service shall be given to specific vehicles or individuals, with the exception of providing discount and priority service to commercial vehicles; and
• the Government encourages the imposition of penalties (such as additional charges) on users who occupy charging spaces after the completion of charging.

Note2: Government-designated mobile applications refer to “EV-Charging Easy” of the Environmental Protection Department (EPD) and “HKeMobility” of the Transport Department. The real-time availability data of each FC shall be simultaneously transmitted to the "EV-Charging Easy" platform under the EPD. To comply with this requirement, applicants shall complete the “EV Charging Easy” - FCIS Form  and submit the completed form via email to ev@epd.gov.hk as soon as receiving the Acknowledgement Notice.
